New Premises Protection Act
16 April 2025

The Terrorism (Protection of Premises) Act 2025, also known as Martyn’s Law, has officially been passed. Designed to improve public safety, the law applies to venues and events hosting 200 or more people, requiring them to implement security measures to reduce the risk of terrorist attacks.
Businesses have two years to prepare before enforcement begins, allowing time for compliance and guidance from the Security Industry Authority (SIA).
Key Requirements:
- Standard Tier (200-799 people): Notify the SIA and implement public protection plans (evacuation, lockdown and process of communication).
- Enhanced Tier (800+ people): Additional risk-reducing measures and documented security plans must be submitted to the SIA.
Exemptions include schools, places of worship, government buildings, and open-air venues like parks – unless they require ticketed entry.
This law aims to enhance security preparedness and minimise the risk of harm from terrorist attacks in public spaces.
The West End Security Group (WESG) has created a summary of the law available here. Or the full Government legislation can be found here. As members of WESG, Baker Street Quarter remain informed about the practical implications and legal requirements of this legislation and support members where possible.
